How do you rid a four cat household of mutant- flea/lice without chemicals?

Yeah we are infested by mutant bugs. They don't look like lice or fleas but rather like some mutant hybrid of the two. They are on the cats and on our heads. They itch like crazy and i think it is actually them that gives me the rash- call me the canary in the coal mine of our mutant bug infestation.
this is my idea:
serious vacuuming and orange oil deep cleaning
anti parasite pills for the cats- I've got two that are half feral and won't let us put any kind of product on them- the only way to do it is mix it up with their food.
Washing all the bedding with orange oil in the rinsewater.
Soap with plastic bag smother plan with orange and neem on our heads and a nit comb afterwards.
Any helpful tips/additions/changes that you would do? I know that orange essential oil is fatal to all stages of flea life, but i don't know if it is equally useful for mutant hybrids. The other thing i am thinking of are natural pyrethrins, which give me the heeby jeebies because i read cats can be really sensitive to them.

oh yea, i also read to put mothballs in your vacuum cleaner bags to kill the fleas and eggs you vacuum up.
